What is it?

A .crdownload file is a temporary placeholder Chrome creates while a file is still downloading. It's renamed to the real filename automatically once the download finishes.

How do I open it?

You can't open it — it's an incomplete file. Wait for the download to finish, or restart it if it's stuck.

Is it safe?

Yes, it's just partial data with no ability to run.

Can I delete it?

Safe to delete if a download failed or got stuck (cancel the download in Chrome first) — Chrome cleans these up on its own once a download completes or is cancelled.
