How to Turn Photos or Scanned Pages Into a PDF

Published 2026-09-04

A lot of places that ask for a 'PDF' will happily accept the same content as a photo — but plenty won't. Tax portals, HR systems, and print shops often specifically require a PDF, which means your scanned receipt or whiteboard photo needs converting first.

Two page-size options

When images become PDF pages, there are two reasonable approaches: keep each page sized exactly to the image's own pixel dimensions ('fit'), which is ideal for scans meant to be viewed digitally, or fit every image onto a standard A4 page ('a4'), which is better when the PDF might get printed.

Steps

  • Open the JPG to PDF tool.
  • Add your images in the order you want them to appear as pages.
  • Choose fit-to-image or A4 page sizing.
  • Download your combined PDF.

Multiple images, one PDF

You're not limited to a single image — add as many as you need and they'll become sequential pages in one document, in the order you dropped them.
